CALL TO ORDER Mayor DeBaecke called the meeting to order at 7:00 p.m
FLAG SALUTE: Led by Mayor DeBaecke – Mayor DeBaecke noted there have been several deaths of North Hanover residents. He wished the families of Rick Gallagher, Billy Bird and Ken Mowery condolences and prayers.

Deputy Mayor Doyle thanked the Committee and Emergency responders
during his father in laws illness and subsequent death.
ENGINEER’S REPORT
Engineer Hirsh was not present this evening but had submitted a written report. Clerk Picariello stated the concept plan for the park improvement was being worked on. She also stated Phase II of Schoolhouse Road contracts were sent to the contractor. He noted he would be meeting the Public Works Contractor to discuss drainage improvements.

APPOINTMENT OF FULL-TIME POLICE OFFICER
WHEREAS, N.J.S.A. Title 40 and Title 40A provide for the Appointment of Certain Officers, Appointees, and Employees to be appointed in Township Positions to carry out the lawful duties and responsibilities of the Township; and
WHEREAS, the Township Salary Ordinance provides for the rate of Compensation, Salary, or Wages of Certain Officers, Appointees and Employees of said Township.
NOW THEREFORE BE IT RESOLVED, that the following Officers, Appointees, and Employees are hereby appointed for their respective terms, as follows:

BE IT RESOLVED, by the Township Committee of the Township of North Hanover that, as requested by the Tax Collector, it hereby authorizes a refund of overpayment of 2020 taxes, in the amount of $2,663.63 to Bell, James L & Sheryl, for Block 902 Lot 23.03 commonly known as 297 Meany Road.

AUTHORIZING MEMBERSHIP IN A MUTUAL AID AND ASSISTANCE AGREEMENT WITH
PARTICIPATING UNITS
WHEREAS,
mutual aid and assistance agreements between municipalities, counties,
law enforcement agencies, police, Emergency Medical Service, fire
departments, fire companies or EMS organizations and fire departments
situated in fire districts operated by a Board of Fire Commissioners,
are permitted pursuant to N.J.S.A. 40A: 14-26 and 40A: 14-156.1; and
WHEREAS,
the President in Homeland Security Directive (HSPD- 5), directed the
Secretary of the Department of Homeland Security to develop and
administer a National Incident Management System (NIMS), which would
provide a consistent nationwide approach to Federal, State, local and
tribal governments to work together more effectively and efficiently to
prevent, prepare for, respond to and recover from domestic incidents,
regardless of cause, size or complexity; and
WHEREAS,
“The New Jersey Civilian Defense and Disaster Control Act” App.A9-33 et.
seq, provides for the health, safety and welfare of the people of the
State of New Jersey during any emergency by centralizing control of all
civilian activities having to do with such emergency giving the Governor
control over the resources of each and every political subdivision to
cope with any condition that shall arise out of such emergency, and
.
WHEREAS,
The Director of the Division of Fire Safety in the Department of
Community Affairs promulgated rules in accordance with the "Fire Service
Resource Emergency Deployment Act," N.J.A.C. 52:14E-11 et. seq.,
commonly referred to as the “Fire Service Resource Emergency Deployment
Regulations” N.J.A.C. 5:75A et. seq., and
WHEREAS,
it is deemed to be in the best interests of the residents of this
municipality and/or fire district to enter into a mutual aid and
assistance agreement with the County of Burlington and other
municipalities including, but not limited to, municipal police,
Emergency Medical Service or fire departments, volunteer fire companies
or EMS organizations and/or fire districts to provide additional
protection against loss, damage or destruction by fire, catastrophe,
civil unrest, major emergency or other extraordinary devastation damage
or destruction to person and property, in those situations when outside
aid and assistance is needed.
NOW,
THEREFORE, BE IT RESOLVED,
by the Township Committee of the Township of North Hanover, County of
Burlington, and State of New Jersey as follows:

DISCUSSION

2021 Reorganization Meeting – After discussion,
there was a general consensus to have the meeting January 7th.

2021 Employee Appreciation Dinner – Clerk
Picariello noted this was the time of year the planning would begin.
After discussion, there was a general consensus to revisit in
February 2021 due to the on-going health crisis.

Deputy Mayor Doyle noted the recreation advisory
committee was looking to have the Halloween Trunk or Treat either
October 24th or October 31st.
It would be a two-hour event and all CDC guidelines would be met.
He also noted Cookstown VFW would be having an event on October
31 from Noon until 2 pm.
After debate, the general consensus was to move forward with October 31
from 3-5 pm.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman O’Donnell noted the Fire Chief was looking into purchasing Jaws of Life. He noted he was fine with it and noted the impact to the maintenance budget.
Deputy Mayor Doyle thanked the Recreation Committee for Movie night. He noted it was well attended. He stated in the future he would have some recommendations.
Mayor DeBaecke also thanked the Advisory Committee for their hard work on Movie night. He was glad to be able to have a Community Event.
Clerk Picariello reminded the audience that Clean Up Day is scheduled for October 10th. Attorney Roselli gave an update on the compliance hearing relative to affordable housing.

EXECUTIVE SESSION RESOLUTION 2020-116 Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12; Personnel Matters, Contract Negotiation and Litigation matters

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
